I’ve seen other reviews of the manfrotto tripod and I am sorry to say that your reviewer doesnt know what he is doing with that tripod. He said that you can only get to about a foot from the ground which is not true. I’ve seen other videos on youtube where the tripod is less than half an inch from the floor.

Sorry, you are wrong about that one not allowing you to work close to the ground. You can take the central leg out and replace it from the underside so you can hang your camera upside down. This actually allows you to get closer to the ground than top-mounted tripod views. All you do is rotate the image in post processing.
I don’t see the point of tripod legs that only reach your navel. You shouldn’t have to rely on the less stable, more vibey center column. Go for legs that allow the camera on the head to reach your eyes without having to resort to the center column.
